15th August 2001
MYLINE Carriers Association Although MYLINE Carrier Selection Service began service as scheduled on Tuesday, May 1st, our processing of the registration of customers' telephone company selections has been delayed, as previously announced, because the volume of applications has been much larger than initially expected. We deeply regret the inconvenience that the delays are causing to customers and are working hard to enable customers to begin using MYLINE services as soon as possible. MYLINE Carriers Association initially built a processing system capable of handling a maximum of 200,000 applications per day. From February on, however, the volume of applications has exceeded expectations, which has resulted in delays in registration processing. We have been making intensive efforts to enable customers to use MYLINE services as soon as possible, including more computerization and other actions to boost processing system capacity, which has been raised to handle a maximum of 320,000 registrations per day, as well as steps to lengthen processing work time. Nevertheless, the time from receipt of application to completion of registration which under the standard schedule should take 2 weeks, has exceeded two months in the past due to the volume of applications which has been larger than initially expected. At present, through implementation of the above processing solutions, the time to complete registration has been reduced to around 30 days (which still amounts to a delay of around 15 days over the standard schedule for completion). As of August 13th, approximately 57 million applications had been received, of which approximately 5.5 million still await processing. The Association is working hard to gradually shorten the length of delays, with the objective of completely eliminating them. However, it is expected to take some time before the situation returns to normal. We regret any inconvenience to our valued customers, and would like to request their understanding and support in the meantime. Please note that registration and changes will be free of charge for applications received through October 31st, 2001 by the MYLINE Center or the telephone companies. We expect to receive a large number of applications in October, just before the end of the free period for registration or changes. This anticipated large number of applications may slow the registration process. Therefore, those who have not yet undertaken application procedures are again requested to send in their applications as soon as possible ahead of the rush. Furthermore, for registrations received after November 1st, 2001, an application fee of ¥800 will be required (tax not included).
Request to Customers in Connection with the Delay in Processing Registrations Customers who have not yet received a post card stating that registration has been completed are requested to first dial the telephone company's access code when they want to use the telephone company/companies they selected in their application. Those customers are requested to use this dialing procedure only temporarily until their MYLINE services begin.
When users who have not applied for MYLINE registration and customers whose registration has not yet been completed dial without prefixing the telephone company's access code, their local calls and in-prefecture long-distance calls (long-distance calls within the same prefecture) will be carried via NTT East or NTT West, and their out-of-prefecture long-distance calls (long-distance calls to different prefectures) will be carried via NTT Communications.
